#385. Clears and re-runs automatic matching for every app. Exists because a change to the PROVIDER QUERY cannot reach apps that already have a record - automatic resolution returns early for those by design - so the move to a 2:3 portrait tile crop would otherwise leave existing apps on their old landscape art forever. Deliberately an explicit admin action rather than a boot-time migration: the bytes come from a third party, and spending a deployment’s third-party budget unasked would be the wrong default. LOCKED RECORDS ARE SKIPPED AND COUNTED, never overwritten; force is the only way past an operator’s manual correction. Per-app failures are counted and stepped over, leaving that app with no record - which is the background sweep’s own work-queue predicate, so it is retried on the next tick rather than lost. Orphaned blobs are reclaimed by the existing boot-time orphan sweep; no new reclamation path is added here.
